A. Call to Order
Chairman Juan Sablan called the meeting to order at 10:07 am on Thursday, December 19, 2019 at the Conference Room located on the 2nd Floor of the Commission's main office at the Springs Plaza in Gualo Rai, Saipan.
The Chairman welcomed the many guests present at the Commission's monthly meeting. He asked that in anticipation of the numerous public comments to be made, each individual limit their comments to only five minutes. He also noted that the Commission will notbeanswering questions or addressing concerns in today's meeting, but will respond as needed at a later date.
B. Roll Call
Commissioners present at the meeting were: Juan M. Sablan (Chairman), Joseph C. Reyes (Vice Chairman), Alvaro A. Santos (Treasurer), and Diego M. Songao (Public Affairs/Media Relations). Commissioner Ramon Dela Cruz (Secretary) joined the meeting at 10:12am.
C. Adoption of Agenda
Vice Chairman Reyes made a motion to adopt the agenda, seconded by Commissioner Songao. The motion was put to a vote and unanimously approved.
D. Adoption of Minutes: November 26, 2019
Vice Chairman Reyes made a motion to adopt the minutes of the November 26, 2019 meeting, seconded by Commissioner Songao.
Commissioner Santos during discussion noted that he reviewed the minutes and had several questions but would yield untiltheExecutive Director presents his report. Vice Chairman Reyes shared the same sentiment.

A. Report by the Chairman
HB 21-11: Chairman Sablan reported that the House of Representatives unanimously passed House Bill 21-11, HS1 with some Representatives expressing reservations. The billis now with the Senate for review and eventual passage. The Chairman further reported that he, Vice Chairman Reyes, Executive Director Edward Deleon Guerrero, and other key CCC employees met with Chairman Vinnie Sablan of the Senate Standing Committee on Cannabis and Gaming, on December 17, 2019. Senator Sablan informed the Commission HB 21-11, HS1 had not been transmitted to his committee and that the sole authority to transmit bills lies with the Senate President. However, Senator Sablan said thatit'shighly probable that in January 2020, he will be taking the lead if the bill is assigned to him.
